Opening a Laser Clinic in Canada: Business Licences and Local Health Requirements

Start with your city’s licensing and zoning pages and the health authority responsible for your premises. Confirm the process for your exact services, then verify the medical device’s active licence in Health Canada’s MDALL database.

By Laser Equipment Global Editorial Team · Last reviewed

Opening a laser clinic becomes easier to plan when you know who to contact and what to prepare. Use this directory to go directly to your city’s business licensing pages and the local health authority responsible for your premises.

Whether you are opening a new location or adding laser services to an existing business, start with your address, proposed service list and operator information. Those details help the authorities identify the route that applies to your business.

This directory covers aesthetic and personal service opening pathways. Medical practices and particular procedures can follow different requirements; describe your actual services and who will perform them when contacting the authorities.

What do you need to check before opening a laser clinic?

Check the municipal licensing and zoning requirements for your address, the local health notification or approval process for your services, and the licensing of the exact medical device you intend to buy. Prepare your service list, floor plan and equipment information before contacting the authorities so they can identify the relevant requirements.

The process can involve notification, plan review, inspection or health approval. Where an authority requires 14 days’ notice, that is an advance-notification requirement—not a promise that every review will be completed in 14 days.

In Ontario, for example, O. Reg. 136/18 requires written notice to the local medical officer of health at least 14 days before a personal service setting opens or adds services. The regulation does not apply where the services are primarily provided by a regulated health professional practising their profession, so a physician- or nurse-led clinic should ask its health unit which route applies.

Find your city’s licensing and health pages

This directory covers Canada’s 100 largest municipalities by population, ranked using Statistics Canada’s July 1, 2025 estimates on 2021 census subdivision boundaries.[5] The ranking uses municipalities rather than metropolitan areas: the City and District of North Vancouver have separate entries, and Langley’s entry is the Township. It includes towns, counties, districts and regional municipalities where they fall in the top 100.

Each entry below links to official municipal and health-authority sources, explains the starting point and identifies the questions to take to the responsible office. Sources checked October 11, 2026. Use the linked authority pages for current forms and fees.

Search by municipality or filter by province, then expand your city. Where an official personal services application or notification route is available, it is linked. Entries labelled contact for service-specific requirements provide the responsible regional office as a starting point; they do not establish that every laser clinic needs a health permit.

The top 100 span nine provinces. Municipalities in Prince Edward Island and the territories do not fall within this population cutoff. If your address is outside the list, use its own municipal licensing and planning office and the health authority serving that address.

What should you prepare for the first call?

Have the following information ready:

  1. Premises: the exact address, unit number and whether it is a new clinic, a room in an existing business or a home-based location.
  2. Services: describe each service, such as laser hair removal, laser tattoo or PMU removal, photofacial services or ablative resurfacing. Specify laser removal separately from tattooing or applying permanent makeup.
  3. Operators: identify who will perform the services and their qualifications so the authority can clarify the applicable route.
  4. Equipment: provide the proposed model, manufacturer, included handpieces and available device licensing documentation.
  5. Layout and timing: bring a proposed floor plan, renovation scope and target opening date.

Ask the municipality which licence category and premises reviews apply. Ask the health authority which forms, plans, procedures and inspections it needs, and what must be completed before services begin. Request its written checklist so you can work from the actual local requirements.

For example, Fraser Health’s application instructions request scaled plans, service and equipment information, and cleaning procedures.[1] Peel’s reporting page provides the new-business notification and floor-plan review route for personal service businesses.[2]

How do you check the equipment in MDALL?

Health Canada’s Medical Devices Active Licence Listing (MDALL) lets you check the active medical device licence for a Class II, III or IV device.[3] Class I devices do not require an MDL and are not listed in this database. Health Canada’s instructions explain matching the label to the listed company, device name and identifier.[4]

  1. Request the identifiers. Ask the supplier for the Medical Device Licence number, manufacturer name, exact model or device identifier, and a copy or photograph of the device label.
  2. Open the official database. Go to Health Canada’s MDALL and choose Search Active Licences.
  3. Search using one available field. Start with the licence number or device identifier; the active search also offers company and device-name fields.
  4. Match the exact model. Open the result and compare the manufacturer and listed device identifiers with the label and the model in your quotation.
  5. Keep a dated record. Save the result in your purchasing file and ask the supplier to resolve any mismatch. Check active status again when considering a purchase because licences can change.

An establishment licence (MDEL) and a medical device licence (MDL) serve different purposes. Verify the specific device in MDALL rather than using the supplier’s establishment listing as the device check.

Our step-by-step MDALL verification guide explains the record fields and the details to request from a supplier. Local premises review remains a separate part of your opening plan.

FAQs

Where do I apply for a business licence for a laser clinic?

Start with the municipality responsible for your proposed business address. Give its licensing and zoning departments your exact services, premises type and address so they can identify the applicable licence or permit route. Use this directory’s direct city links; licence categories and requirements differ by municipality.

Is local health approval the same as a Health Canada device licence?

They address different things. Your local health authority or public health unit handles the applicable premises notification, review or inspection process. Health Canada’s MDALL database is used to verify a Class II, III or IV medical device licence. Complete the relevant local opening steps and check the exact device separately.

Does 14 days’ notice mean my clinic will be approved within 14 days?

No. Where an authority requires advance notification, that is a notice requirement. Plan review, inspection, other approvals and processing times are separate. Ask the authority what has to be completed before opening and how to arrange the necessary reviews.

Can I add laser services to an existing salon or clinic?

Describe the proposed services to your municipality and local health authority before adding them. Ask whether the new service changes the business category, triggers a notification or plan review, or requires an inspection. Include the equipment and operator information in that discussion.

How do I check a device in MDALL?

Ask for the Medical Device Licence number, manufacturer name and exact device identifier from the label. Open Health Canada’s MDALL Active Licence Search, find the record and match it to the device being quoted. Class I devices do not require an MDL and are not listed in MDALL.
