Planning to open a med spa, a laser clinic, a skin and esthetics studio or a laser hair removal or tattoo removal business in Longueuil? This guide is written for owners and founders. Across the St. Lawrence from downtown Montréal, Longueuil grew faster between 2016 and 2021 than Montréal, Laval or Québec City. For an entrepreneur, it offers a South Shore client base with its own municipal process: a place-of-business certificate obtained online, with a lease filing that is easy to miss. We cover South Shore clients and competitors first, then the lasers to buy, the money to set aside, and finally what the City, Montérégie public health and Québec’s workplace rules ask of you.
Is Longueuil a good place to start an aesthetic business?
Longueuil is a growing South Shore market: 254,483 residents in 2021, up 6.1% in five years, with a median age of 41.6 and a quarter of residents identifying as a visible minority. Before opening, obtain the City’s place-of-business certificate, ask Montérégie public health for written guidance, meet CNESST employer duties and buy Health Canada-licensed devices.
Every figure and rule below has a link to its official source. Where no official figure exists, the guide explains how to find it.
Who are Longueuil’s residents?
From the 2021 Census Profile for Longueuil and Statistics Canada’s population and dwelling counts (census day May 11, 2021; incomes for the 2020 calendar year):
| Longueuil, 2021 Census | Value |
|---|---|
| Population | 254,483 |
| 2016 population | 239,897 |
| Growth since 2016 | +6.1% |
| Median age | 41.6 |
| Aged 30–34 / 35–39 / 40–44 | 6.8% / 7.1% / 7.3% |
| Aged 20–34 (derived from 5-year counts) | 48,035 (18.9%) |
| Aged 35–54 (derived) | 67,930 (26.7%) |
| Median household income (2020) | $71,500 |
| Visible minority, 25% sample | 25.3% |
| Immigrants, 25% sample | 21.2% |
| Leading non-official mother tongues | Spanish, Arabic, Romanian |
| Census metropolitan area | Montréal |
How that might shape your menu (guidance, not a forecast):
- Growth brings newcomers. A 6.1% gain in five years means new households looking for new providers, which favours an opening clinic over an established one.
- Families in their thirties and forties. The 35-to-44 bands are the largest shown. Hair removal, post-pregnancy pigment and early sun damage are natural entry services for that group.
- Wide skin-type range. One in four residents identifies as a visible minority, and Spanish, Arabic and Romanian lead the non-official mother tongues. Train for darker skin types and choose wavelengths accordingly.
- Price to the borough. The citywide $71,500 median household income hides real differences among Vieux-Longueuil, Saint-Hubert and Greenfield Park; price for the area around your door.
How many personal-care businesses operate in Longueuil?
Statistics Canada’s Canadian Business Counts (table 33-10-1176-01, June 2026) for the Ville de Longueuil, locations with employees:
| Industry, NAICS 2022 | Longueuil |
|---|---|
| 8121 Personal care services | 108 |
| 812 Personal and laundry services | 145 |
| 6211 Offices of physicians | 192 |
| 6213 Offices of other health practitioners | 95 |
NAICS 8121 (Personal care services) includes hair care, esthetics and other personal care services such as depilatory salons and day spas. It does not count laser clinics, and no official laser-clinic tally exists. Owner-operators with no staff are missing at city level, each branch of a chain counts separately, and StatCan says the figures are not a time series.
108 personal-care locations with employees for about 254,000 residents is a lower ratio than Montréal’s, but Montréal clinics remain a short trip away for South Shore clients. To build a competitor file, search “épilation laser Longueuil”, “clinique esthétique Rive-Sud”, “détatouage” and “med spa Brossard” around each candidate address; record services, posted prices, devices named and review counts.
Which aesthetic business model fits Longueuil?
- Esthetics studio — facials, waxing, peels and skin-quality care.
- Laser hair removal studio — one high-repeat service in packages.
- Laser and skin clinic — hair removal, pigment, vascular, tattoo removal and resurfacing, with medical supervision for CO₂ resurfacing.
- Medical aesthetics clinic — physician-led lasers plus injectables.
In each, laser services tend to carry the best return per room, because clients commit to a course.
What should you check before buying lasers for Longueuil?
Canada’s Medical Devices Regulations prohibit importing or selling Class II, III or IV devices without a manufacturer’s licence, and Health Canada publishes every licence in MDALL. Search for the exact model yourself (instructions in how to verify a Health Canada licence), then ask for written terms on training, warranty, service and financing.
Pro 1 Laser offers these platforms manufacturer-direct with clinical training included, an 18-month warranty and lease-to-own financing on approved credit. For a growing family-age market, hair removal and tattoo removal are common first purchases:
- DioLase Titanium — MDL 111503; triple- wavelength diode for hair removal across body areas; from $599/month OAC.
- Pro 1 Pico — MDL 114765; picosecond tattoo and PMU removal, pigment and rejuvenation; from $999/month OAC.
- DPL Elite — MDL 112071; narrowband DPL for pigment, redness and acne; from $499/month OAC.
- Alexa CO₂ Aesthetic — MDL 114909; fractional and ablative CO₂ resurfacing; from $799/month OAC.
- Canadian Cryo — MDL 114775 (licence name Canadian CryoSculpt); localized CO₂ cryotherapy for therapeutic and rehabilitation use by qualified medical providers; by quote.
Configuration and term affect monthly amounts; see the financing page.
What should you budget to open in Longueuil?
Longueuil has no official startup-cost figure for aesthetic businesses, so collect quotes for each of these confirmed items:
- Place-of-business certificate — paid by credit card through the Permis en ligne portal; this guide does not cite the fee, so check it in the portal before you file.
- Construction permit and sealed plans — building out the unit may need a separate permit, possibly with plans signed and sealed by an architect.
- Sign certificate — for any new or changed sign.
- Code work — a change of use may require work to bring the space up to code.
- Equipment — lease-to-own on approved credit from $499/month (DPL Elite) to $999/month (Pro 1 Pico); see the financing page.
- Insurance — coverage that names laser services.
With those costs in hand, model the return on each platform: DioLase Titanium, Pro 1 Pico, DPL Elite and Alexa CO₂.
How do you get a place-of-business certificate in Longueuil?
The Ville de Longueuil’s July 2025 information sheet explains the certificat d’autorisation de place d’affaires (usage).
- Apply online. Use the City’s Permis en ligne portal, which accepts every type of permit and certificate, takes payment by credit card and runs 24/7. Choose the category “certificat d’autorisation – Usages” and the request type “certificat d’autorisation de place d’affaires (usage)”.
- Mandatory documents (PDF, 10 MB maximum): the constituting documents and declaration of business name if the applicant is not an individual, and the floor area of the unit if you occupy only part of the building. Incomplete requests are not processed.
- Lease filing within 21 days. After issue, send a full, valid copy of your lease to the City’s Direction de l’évaluation within 21 days.
- Fit-out and signage. Building out the unit, furniture excluded, may need a separate construction permit, possibly with plans signed and sealed by an architect under Québec’s Architects Act. Any new or changed sign needs a sign certificate.
- What it does not cover. The certificate is not a compliance attestation for the premises, authorizes only the use on the posted placard, and a change of use may require work to bring the space up to code.
The sheet sets extra conditions only for massage therapy; it lists none specific to esthetics or laser services. For other cities, see our licensing and local health directory for Canada’s 100 largest municipalities.
What does Montérégie public health expect?
Our research found no Québec law or regulation that makes laser or esthetic businesses notify public health, hold a health permit or undergo routine inspection, which is a key difference from Ontario and British Columbia. A gap in what we found is not a clearance, especially for infection prevention, sharps and waste.
Longueuil falls under the Direction de santé publique de la Montérégie, whose areas include environmental health. Write to it before you lease with your service list, devices and their licence numbers, the operator for each service and a floor plan, and ask which requirements apply. File the answer with your permits.
Who may operate lasers in Québec?
A clear rule lets a South Shore clinic plan its team with confidence.
Estheticians. Trained estheticians and laser technicians perform laser hair removal, tattoo and PMU removal, pigment treatments and IPL/DPL skin treatments.
CO₂. Ablative and fractional CO₂ resurfacing is performed under medical supervision. Québec’s Medical Act (s. 31) reserves to physicians treatments that are “invasive or entail risks of injury, including aesthetic procedures.”
Medical procedures. Injectables and other medical procedures remain with physicians, nurses and other regulated professionals.
Courts. News reports say the Court of Québec, the Superior Court and the Court of Appeal (May 28, 2025) each rejected the Collège des médecins’ illegal-practice case against an esthetician who performed laser tattoo removal. The college’s 2020 guide La médecine esthétique adds that it does not govern laser hair removal by estheticians.
What workplace safety rules apply to lasers?
Québec’s Act respecting occupational health and safety, enforced by the CNESST, requires every employer (s. 51) to take the necessary measures to protect workers’ health, safety and physical and mental well-being, including a protective layout, adequate information and training, and personal protective equipment at no cost. There is no laser-specific provision in Québec’s regulation, so no laser safety officer or CSA standard is named in law.
Clinics fill that gap with CSA Z386:20 (listed by CSA as superseded by Z7001:24) and Health Canada’s laser hair removal facility safety guidelines. The usual program: a named laser safety officer, a controlled treatment room, eyewear rated for each wavelength, written procedures and maintenance logs. Our laser safety requirements guide covers the setup.

Longueuil opening checklist
Suggested timing; the City’s and public health’s directions take precedence.

- Design — consult Montérégie public health; design the laser room; name a laser safety officer; ask whether your fit-out needs sealed plans.

FAQs
What permit does a laser clinic need in Longueuil?
A certificat d'autorisation de place d'affaires (usage). The City's July 2025 information sheet says to apply through its online permit portal, choosing the category 'certificat d'autorisation – Usages'. Companies attach their constituting documents and declaration of business name, and partial occupants of a building state the floor area of their unit. Incomplete applications are not processed.
Is there anything to do after the Longueuil certificate is issued?
Yes. The City's information sheet says a complete, valid copy of your lease must be sent to its Direction de l'évaluation within 21 days of the certificate's issue date, by mail or email. Fit-out work may need a separate construction permit, and any new or modified sign needs a sign certificate.
Does the Longueuil certificate mean my premises comply with the rules?
No. The City states that a place-of-business certificate is not an attestation that the premises or building complies with its by-laws, that it authorizes only the use written on the posted placard, and that a change of use may require work to bring the space into compliance. Check the unit's condition before you sign.
Do Montérégie public health officials license laser clinics?
We found no Québec regulation that sets up a licence, notice or routine inspection system for laser or esthetic businesses. Send the Direction de santé publique de la Montérégie your services, devices and floor plan and ask what applies to your project, in writing.
Who may perform laser treatments in a Longueuil clinic?
Trained estheticians and laser technicians perform laser hair removal, tattoo and PMU removal, pigment treatments and IPL/DPL skin treatments in a Longueuil clinic. CO₂ resurfacing is performed under medical supervision, since Québec's Medical Act reserves invasive treatments to physicians. Injectables and other medical procedures remain with physicians, nurses and other regulated professionals. News reports describe a May 2025 Court of Appeal ruling against the Collège des médecins in a case over an esthetician's laser tattoo removal.
