Planning to open a med spa, a laser clinic, a skin and esthetics studio or a laser hair removal or tattoo removal business in Richmond Hill? This guide is written for owners and founders. Richmond Hill sits between Markham and Vaughan in York Region, but on paper it treats aesthetic businesses differently from both: its published list of business licences does not include personal services at all. That shifts the weight of the opening process onto York Region Public Health and onto your own zoning and building homework. First come the people you would serve and the clinics already here; then which lasers to begin with and the costs you can scope now; and last, what to confirm with the City, how York Region’s notice and inspection rules work, and Ontario’s operator and workplace-safety position.
Is Richmond Hill a good place to start an aesthetic business?
Richmond Hill is a settled, affluent and mature market: 202,022 residents at the 2021 Census, a median age of 43.6 and a median household income of $102,000. We found no personal services category in the City’s published licence list, so confirm that in writing, then plan around York Region Public Health’s 14-day notice and inspections, City zoning checks and Health Canada-licensed lasers.
All figures and rules link to their official sources. Where something is not published, we tell you who to ask instead of guessing.
What is different about Richmond Hill?
- No personal services licence category is published. The City’s business licence page and its general licensing by-law do not name esthetics, personal services or lasers. Your neighbours in Markham and Vaughan do license personal services.
- The oldest median age in this GTA group. At 43.6, Richmond Hill’s median resident is older than in Toronto, Brampton, Markham, Vaughan, Oakville or Milton, which favours rejuvenation, pigment and texture work.
- Persian is among the top languages. Iranian Persian joins Mandarin and Cantonese as a leading non-official mother tongue.
- Clinical density. The City has 439 physician offices with employees against 165 personal care locations, according to Statistics Canada.
Who lives in Richmond Hill?
Census figures are from the 2021 Census Profile for Richmond Hill and the population and dwelling counts table; census day was May 11, 2021, and income relates to 2020.
| From the 2021 Census | Richmond Hill |
|---|---|
| Residents, 2021 | 202,022 |
| Residents, 2016 | 195,022 |
| Change | +3.6% |
| Median age | 43.6 |
| Residents 20 to 34 | 35,630 (17.6%, sum of StatCan 5-year groups) |
| Residents 35 to 54 | 58,350 (28.9%, sum) |
| Median household income, 2020 | $102,000 |
| Visible minority | 66.4% (25% sample data) |
| Immigrants | 58.2% (25% sample data) |
| Top non-official mother tongues | Mandarin, Cantonese (Yue), Iranian Persian |
| CMA | Toronto |
Reading the table as a planner (signals, not forecasts):
- Lead with skin quality. Adults 35 to 54 outnumber those 20 to 34 by more than 22,000. Pigment, redness, texture and resurfacing services are a natural core, with hair removal in support.
- Two thirds visible minority. Your client base will span a wide range of skin types; pigment-safe protocols and test spots are part of the service, not an extra.
- Language as a differentiator. Mandarin, Cantonese and Persian consent and aftercare documents, verified by fluent speakers, help families feel informed.
- Established households. With most residents settled and population growth modest, growth comes from reputation, referrals and retention.
How many personal-care businesses are there in Richmond Hill?
Statistics Canada’s Canadian Business Counts, June 2026 (table 33-10-1176-01, locations with employees) list for Richmond Hill:
| NAICS | Locations with employees (June 2026) |
|---|---|
| 8121 Personal care services | 165 |
| 812 Personal and laundry services | 222 |
| 6211 Offices of physicians | 439 |
| 6213 Offices of other health practitioners | 205 |
Do not read 165 as a laser clinic count. NAICS 8121 brings together hair salons, barbers and other personal care services such as depilatory salons and day spas, and laser clinics are not broken out. The table counts every location of a chain, drops businesses without employees at city level, and is not intended for year-to-year comparison.
Aesthetic services can also be offered from physician or other health-practitioner offices, so include those in your scan. Search maps and booking platforms for “laser hair removal”, “pigmentation”, “med spa” and “tattoo removal” around each candidate site, and check YorkSafe for the inspection history of the providers you find.
How should you choose lasers for a Richmond Hill clinic?
If the City confirms that no business licence applies (the licence section below explains how to ask), your own records carry more of the compliance story, and the device licence is the first of them. The Medical Devices Regulations (s.26) prohibit importing or selling Class II, III or IV devices in Canada without a manufacturer’s licence, and Health Canada advises facilities to buy only licensed lasers. Search every candidate in MDALL (see how to verify a Health Canada medical device licence), then compare training, warranty, service and financing.
Pro 1 Laser offers these platforms manufacturer-direct, with clinical training included and an 18-month warranty:
| Platform | Use in a Richmond Hill clinic | MDL | Lease-to-own (OAC) |
|---|---|---|---|
| Pro 1 Pico | Pigment and sun damage, melasma-supportive care, tattoo and PMU removal | 114765 | From $999/month |
| Alexa CO₂ Aesthetic | Resurfacing for texture, scars and laxity | 114909 | From $799/month |
| DPL Elite | Redness, pigment, acne and photorejuvenation, with selected hair reduction | 112071 | From $499/month |
| DioLase Titanium | Laser hair removal, plus V-Line Lifting™ | 111503 | From $599/month |
| Canadian Cryo | Localized CO₂ cryotherapy for therapeutic and rehabilitation use by qualified medical providers | 114775 (licence name Canadian CryoSculpt) | Quote available |
Given the age profile, a skin-quality clinic built on a picosecond or resurfacing platform, with hair removal added later, is a common starting shape. Payments vary by configuration and term; see financing.
What should you budget to open in Richmond Hill?
Richmond Hill has no published startup-cost figure for aesthetic businesses, and with no personal services category in the City’s licence list there may be no municipal licence fee at all. Confirm that, and any other City charge, with the Business Licensing Clerk (businesslicensing@richmondhill.ca) before you budget. The other lines:
- Zoning and building permits: confirm zoning for your unit and any building permit for the fit-out before you sign.
- Lasers: lease-to-own on approved credit from $499/month (DPL Elite) to $999/month (Pro 1 Pico), depending on configuration and term.
- Insurance: general liability plus treatment liability that names laser services.
- Fit-out: a defined laser room with warning signs and eyewear for each wavelength, and premises that meet the provincial IPAC guide for York Region’s inspections.
- Rent, staff and marketing: price these for the unit you choose.
The ROI calculators show how monthly treatments and pricing cover a lease payment on the DioLase Titanium, Pro 1 Pico, DPL Elite and Alexa CO₂; the financing page lists current programs.
Does Richmond Hill require a business licence?
The City’s business licence page, checked on October 12, 2026, lists the businesses it licenses: taxi and limousine brokers, owners and drivers; refreshment vehicles and carts; tobacco sales; second-hand goods; adult entertainment establishments; places of amusement such as billiard halls, bowling alleys and arcades; pet stores; animal kennels; horse riding establishments; and newspaper boxes. The general licensing by-law, Municipal Code Chapter 826 (By-law 189-05, consolidated March 2021), sets out licence requirements for bowling alleys, tobacco shops, hawkers and peddlers, video arcades and pet stores. Neither names personal services, esthetics or laser treatment.
Two cautions before you treat that as “no licence needed”:
- A list is not a written exemption. Email the Business Licensing Clerk (businesslicensing@richmondhill.ca, 905-771-8840) with your service list and ask for written confirmation that no City business licence applies.
- Other City approvals remain. The licensing page says inspections and approvals from By-law Enforcement, Fire, Building and Health may be required depending on the business, and for licensed businesses it asks for documents such as a zoning clearance certificate. Zoning and building permit rules apply to your unit either way. Confirm zoning for your unit and any building permit for the fit-out before you sign.

What does York Region Public Health require before you open?
With no municipal personal services licence published, York Region Public Health carries most of the oversight. It applies O. Reg. 136/18, and its notification form quotes the key duty in section 3: anyone intending to operate a personal service setting must notify the medical officer of health in writing at least 14 days before starting. The notice lists the setting’s name and location, the operator’s contact details and the services. Adding services, or renovating with services paused, triggers the same 14-day notice.
Per its spa and salon safety page, York Region inspects personal service settings at least once every 12 months under the Ontario Public Health Standards and expects operators to follow Public Health Ontario’s infection prevention and control guide. It publishes inspection outcomes through YorkSafe and offers operators a laser hair and tattoo removal fact sheet.
Physician- or nurse-led models. The regulation does not apply where services are mainly provided by a regulated health professional practising the profession (s.2(2)(d)). Discuss a medical model with York Region before you rely on that.
Who may perform laser treatments in Richmond Hill?
Under Ontario’s Regulated Health Professions Act, applying a prescribed form of energy is a controlled act (s.27(2), item 7). The prescribed forms, listed in O. Reg. 107/96, are electricity for certain procedures, electromagnetism for MRI and soundwaves for diagnostic ultrasound and lithotripsy, and lasers are not among them. Cosmetic laser treatment is therefore outside the controlled acts.
For a Richmond Hill clinic:
- Estheticians and laser technicians with documented training may provide laser services in a compliant personal service setting. No provincial licence exists for laser operators.
- Injectables and other medical procedures belong with regulated health professionals, under their colleges’ rules.
- The CPSO’s Out-of-Hospital Premises program lists laser skin resurfacing as a minor cosmetic procedure outside its scope.
What workplace laser-safety rules apply?
Every Ontario employer must take all reasonable precautions to protect workers (OHSA s.25(2)(h)). The province’s laser safety page records that there is no laser-specific regulation, that a supervisor named for Class 3B or Class 4 lasers must be competent, and that employers should consult CSA Z386 and ANSI Z136.
CSA Z386:20 sets out laser safety for health care, which CSA says includes cosmetic and aesthetic facilities; CSA lists Z7001:24 as its successor. In Ontario it is recommended practice, and the clearest model for a laser safety officer, controlled areas and eyewear. Pair it with Health Canada’s laser hair removal safety guidelines and our laser safety requirements guide.

Ready to plan your Richmond Hill clinic?
Richmond Hill’s published licence list may ask less of you at City Hall, which puts more weight on your own discipline. A clinic that confirms its position with the City in writing, prepares carefully for York Region inspection and serves a mature, multilingual clientele with skin-quality expertise has room to build a loyal following.

FAQs
Does Richmond Hill require a business licence for a laser clinic or med spa?
Richmond Hill's business licence page lists the businesses the City licenses, including taxis, refreshment vehicles, tobacco sales, second-hand goods, adult entertainment, places of amusement, pet stores, kennels, horse riding establishments and newspaper boxes. Personal services, esthetics and laser services do not appear, and the general licensing by-law (Chapter 826) does not list them either. Absence from a list is not a written exemption, so confirm with the City's Business Licensing Clerk before you open.
Who regulates the health side of a Richmond Hill aesthetic business?
York Region Public Health. Under Ontario Regulation 136/18 you must give it written notice at least 14 days before a personal service setting begins operating, and it inspects personal service settings at least once every 12 months. Inspection results are published through its YorkSafe program.
What City approvals still apply if no licence category covers my clinic?
Zoning and building rules still apply. The City's licensing page notes that, depending on the business, inspections and approvals from By-law Enforcement, Fire, Building and Health may be required. Zoning and building permit rules apply whether or not a licence does. Ask the City which of these your unit needs before you sign.
Can an esthetician perform laser treatments in Richmond Hill?
Ontario does not list lasers among the prescribed forms of energy in O. Reg. 107/96, so cosmetic laser treatment is not a controlled act. Trained estheticians and laser technicians may provide it in a personal service setting that meets the provincial regulation. Injectables and other medical procedures require a regulated health professional.
